On 15 April 2009, NPC President and CEO Froilan A. Tampinco issued Office Order No. 2009-555: "New Portfolio Assignments of Mancom Members" giving revised assignments to various NPC officials. Vice President Melburgo S. Chiu takes over as the functional head of SPUG from Vice President Lorenzo S. Marcelo.

In addition to this new assignment, VP M. S. Chiu shall be responsible for the Watershed Management Department and the Dams, Reservoirs & Flood Forecasting Department. His previous assignments prior to the said Office Order included Sales and Services and Luzon Generation (Angat Hydropower Plant, Tiwi Geothermal Power Plant (GPP), Makban GPP amd Limay Combined-Cycle Thermal Power Plant).

Mr. Chiu graduated from the Cebu Institute of Technology in 1970 with a degree of Bachelor of Science in Electrical Engineering. He was conferred a Masters degree in Business Administration in 1984 from MSU-Iligan Institute of Administration and has taken units in Masters of Science in Electrical Engineering from the University of the Philippines, Diliman, Quezon City.

The formal and official assumption of new assignments took effect on 04 May 2009.
