TAKE-OVER OF MANIWAYA, MONGPONG AND POLO DPPs FROM MARELCO

 

Activities related to the take-over of the generation function of the Marinduque Electric Cooperative, Inc. (MARELCO) in the islets of Maniwaya, Mongpong and Polo in Sta. Cruz, Marinduque are underway. On 13 October 2008, NPC-SPUG together with MARELCO personnel inventoried the three (3) diesel power plants (DPPs).

 

On the 22nd of the same month, head office-personnel from the Environmental Management Department (EMD), with supplementary information obtained from the local baranggay heads, audited the plants prior to the turnover. Then last October 29, specialists from the Energy Regulatory Commission (ERC) tested the accuracy of the billing and station meters of the power plants, which were witnessed by MARELCO and NPC-SPUG personnel. Currently, some of the personnel of Torrijos DPP are detailed at the 3 power plants for operation and maintenance duties.

 

As in similar takeovers of power plants from the electric cooperatives (ECs) or local government units (LGUs), the Memorandum of Agreement (MOA) for the take-over stipulates among other things that the EC shall: (1) continue to read, bill and collect the electricity bill of consumers based on the ERC-approved unbundled rate; (2) pay NPC the Subsidized/Approved Generation Rate (SAGR) as approved by the ERC being collected from the consumers of Maniwaya, Mongpong and Polo islets, which currently stands at PhP 5.6404 per kWH; and (3) operate and maintain the distribution systems in the 3 islets.
