PAYMENT PROTOCOL FOR ME SUBSIDY TO QTPs

National Power President and Chief Executive Officer Froilan A. Tampinco recently signed into effect Circular No. 2009-39 on the payment protocol for Missionary Electrification (ME) Subsidy to Qualified Third Parties (QTPs) to serve as guidelines on how to effect and facilitate said payment.
QTPs refer to alternative electric service providers that meet the standards in accordance with DOE Circular 2005-12-011 (Prescribing the Guidelines for Participation of QTPs for Provision of Electric Service in Remote and Unviable Areas, Pursuant to Sections 59 and 70 of the EPIRA of 2001 and its IRR) and are duly qualified and authorized by the ERC to serve in declared and unviable areas.
A protocol is generally a rule to guide how an activity should be performed. In the field of human behavior such as diplomacy, politics and etiquette, these rules are often unwritten. With the advent of the age of computing, protocol or protocols have become common and indispensible to enable computers to communicate with each other across a network.
