PRES. TAMPINCO HOLDS KAPIHAN AT SPUG MINUYAN OFFICE
"No movement of Personnel without OP approval - PFAT"

President Froilan A. Tampinco recently reiterated his instructions that personnel movements should first be approved by his office before they can be implemented, and that they should undergo the process dictated by National Power’s policies.
Following reports received by him, Tampinco issued the statement during the Kapihan held with employees of the Small Power Utilities Group (SPUG), in its Minuyan office last Tuesday, June 4, 2009.
"May dumating sa akin na report on the department level, biglang nagpapalitan na nang tao, which is not the idea. We have to rationalize the process. We cannot allow personal biases to come in," he said.
The President further reiterated that the intention of the memo he issued on the matter, is to have no unnecessary movements.
"The intention of the memo—-yung unnecessary movements will not be allowed. Kaya nga ang caveat doon, unless it is cleared with the OP, no movements will be allowed. Dapat alam nang opisina ko kung anong klaseng movement ang nangyayari," he stressed.
Tampinco also said that what should be emphasized is that the National Board approved in principle the process that National Power is undergoing now towards which the final realigned table of organization shall be based.
"But the process will take some time, maybe a year, because we do not want to rush things. I recognize that there is a significant human resource which is imbued with talent and skill that can be used to provide services to the major grids," he said.
"One approach is creating business units that will provide vital services to the major grids, and the other thrust is looking into our real future role which is addressing the off-grid and island grid operations," Tampinco added.
The National Power President further explained that what the corporation is undergoing is a process of evaluation.
"Through this evaluation, we try to find out what would be the most responsive organization that we should have. Then, we are all ready to realign the functions. But its a dynamic process that will progress through maybe a period of a year and towards the end of this year that is the only time when we will go to the board and say, this is the organization that we want," he said.
"While we are undertaking this process, there is not going to be any change in the manpower complement of the corporation," Tampinco added.
In his message during the start of the program, President Tampinco emphasized the significant role that SPUG will play in the future of National Power.
"You are going to be part of the future of NPC, because yan ang magiging focus ng National Power in the years to come. Because of privatization, National Power will be more and more going out of main grid operations. The focus, in turn, will be the off-grid and island grid operations," he said.
He added that there are many challenges in the years to come, that aside from focusing on the mandate of SPUG, "at the same time we should also focus on how we can improve on the efficiencies of our processes, and how we can reduce the subsidy of government to our operations".
The Kapihan sa SPUG – Minuyan was undertaken by the Industrial Relations Division, under its manager, Florida Cornejo. Its objective is to ensure continuous communications between employees and top management, led by the National Power President, especially on issues affecting employee benefits and welfare.
