Signing of Power Supply Agreement (PSA) with Distribution Utilities

In the Energy Family meeting held at Bagac, Bataan in late November 2008, Department of Energy (DOE) Secretary Angelo T. Reyes instructed the DOE, the National Electrification Administration (NEA) and NPC-SPUG to undertake the necessary activities to formalize the power supply arrangements between NPC-SPUG and its customer Distribution Utilities (DUs). The National Power Board has also mandated NPC-SPUG to enter into formal Power Supply Agreements (PSAs) with all of its customers as a perquisite to the sale of electricity. Any discounts and subsidy allocation from the Universal Charge for Missionary Electrification shall also be hinged on the PSA.


In compliance with Secretary Reyes' and the National Power Board's directives, NPC-SPUG, in coordination with DOE and NEA, organized two consultative meetings with ECs/DUs to whom NPC-SPUG supplies electricity to emphasize the importance of entering into a PSA, and to present a draft PSA for the consideration of all.

Please be guided accordingly:

  1. Each DU will sign the PSA based on the following:
    • One Power Plant, one island/isolated area - 1 PSA
    • Several power plants, synchronized, one island/isolated area - 1 PSA.
    • Several power plants, not synchronized in one island/isolated area - individual PSA.
  2. The DU is required to submit to NPC and NEA a Board Resolution for this undertaking no later than 13 March 2009.
  3. After the PSA signing, DOE together with NPC, NEA and DUs representatives will draft the Operations Protocol to ensure the smooth partnership between NPC and the DUs.
  4. The following information shall be prepared and ready as inputs to the Annexes:
    1. SPUG Operations
      1. Load curve, schedule of units
      2. Plant configuration and conditions
      3. Status of plant capacities
      4. Maintenance schedule
    2. DUs
      1. Annual energy and demand forecast (2009-2018)
      2. System configuration (single line diagram)
      3. Maintenance Schedule
