BIPCOR IS FIRST NEW POWER PROVIDER TO RECEIVE UNIVERSAL  CHARGE PROCEEDS

National Power Corporation Officials led by President Cyril C. Del Callar and SPUG Vice President Lorenzo S. Marcelo handed-over the Ceremonial Check (amounting to Php 28M as a subsidy payment from NPC for the period 2006 May to 2007 December) to Mr. Apolinar Y. Saso, Vice-President, Bantayan Island Power Corporation (BIPCOR) in its capacity as the New Power Provider in Bantayan Island, Cebu.  Also present were Atty. Samson Troy K. Layese, Board President of the Bantayan Island Electric Cooperative and Mr. Emmanuel Talag of the Department of Energy.

The check being issued represented proceeds from the Universal Charge for Missionary Electrification (UC-ME) for entities undertaking power generation in the missionary areas—areas served by the National Power Corporation-Small Power Utilities Group (NPC-SPUG).

The ceremony, which was held on 30 May 2008 at the National Power Corporation Board Room (OP), Building I, NPC Complex, was a significant event since BIPCOR is the first private sector generating entity that is a recipient of subsidies from the UC-ME.  It marked a major milestone in the private sector participation program being undertaken in the missionary areas.

The check giving ceremony was the culmination of the Government's Private Sector Participation Program under DOE Circular 2004-01-001.  Payment of the proceeds was in accordance to NPC Circular No. 2008-001 on Payment Guidelines for Missionary Electrification Subsidy to New Power Providers (NPPs) issued on 08 January 2008.
